Still not a ruling on constitutionality of permits to own/purchase. They are nibbling around the edges of the permits by suing for the "may issue" clauses. With M114 here in Oregon, if one portion is found unconstitutional, the rest still stands. I believe there's a good chance that one of the reasons Raschio will find M114 unconstitutional, is based on the clause allowing the agent to decline to issue for arbitrary reasons. That doesn't mean that they can't change it to remove that portion.
