Maybe a pelican case with a lock on it? They are pretty sturdy. Pretty much anything could be compromised by someone determined. The hard luggage options on most bikes aren't very secure.

My rule of thumb when riding my motorcycles is to not leave them unattended/out of sight for too long, as security is pretty minimal.

I have seen lock box's made into the foot plate that fit shall guns. I'm not where I can pull up a picture at the moment
