My bro had an older Savage bolt action rifle in 7mm Rem Mag that he got in trade. He was shooting factory Remington ammo and every time he shot he had to "hammer" on the bolt to get it to extract the case. After shooting about half of the box he thought something must be wrong. (he ain't the sharpest stick) I took a look at it and asked to see a fired casing. When the rifle was made the reamer left a big tool mark in the chamber. When fired the brass would flow into the gouge and would make it difficult to remove the fired case.
I told him it was not "unsafe" but that it should be fixed. He traded it away, I guess...
