Help with GSG-16 22

Got a used GSG 22. Loaded a clip with some OLD 22 LR. only put 5 rounds in. Shot it once just fine. Put safety on and handed it to a friend. turned safety off and the trigger wouldn't pull. He had to recharge and kick out an unspent round to get trigger to reset. this happened a few times. When it would fire it was fine. It just had a trigger safety issue. Someone said something about it being a California gun??? I bought it from a shop in Oregon. We unloaded and put it away. My brother is going to take it to the shop for me. Any insight to this? I was really excited about plinking with this gun and then it poops out. Thanks.
