First build question regarding selector/safety AR15

Hello, I am starting my first AR15 and just finished installing my lower parts kit. Everything is installed and seems to be in correctly but the safety switch won't rotate into safety unless the hammer is cocked. It switches fine when the hammer is cocked but safety will not engage if the hammer is not cocked. Is this normal since the entire build is not done or did I install something incorrectly? Any help is appreciated. Thanks
