ffl question regarding gun locks

When purchasing a handgun from an ffl in Oregon does the lock need to be on the gun or just in the box with the gun? Also if anyone could provide any statutes from the atf on this question it would be a big help thanks.

Can't quote the law but it basically comes with it. Not on it.
 
As a note as well: I've also bought new handguns without locks from dealers.
