FFL location restrictions in Oregon?

If somebody wanted to put a small firearms related business in a town that was friendly to the idea and had no city ordinances against it, what other entities may forbid its location?

This building is in my best guess about 850 feet (as the crow flies, approx. 2.5 blocks) to a public school.

All knowledgeable answers would be appreciated. I am trying to prevent BATF from denying an FFL the first time applying.
