I don't think so - my take is that it's sometimes difficult for them to tell the difference between the good guys and the drug smugglers. Arpaio is under constant political attack, and the last thing he needs is to have a deputy shoot an innocent by mistake. Too bad they couldn't join forces (I think Arpaio would do it if he could get away with it), but there is no way politics would allow this.
