ATF sting is one explanation. For out of state, regular people trying to take advantage of you is another. A state agency sting such as WA state is another. An anti-gun outfit doing "research" is another. There are probably more.

To me reg person trying to take advantage seems most likely, followed by ATF, and only tiny tiny chance of the other 2 I would guess.

Either case is just as likely as the other, but it also depends on what you consider "shady hand-offs". IE., Asking a seller if they are willing to transfer only the receiver at the FFL and hand over the upper and other parts separately out in the parking lot... that's not the least bit "shady". They just want the receiver to transfer as an "other" instead of designated as a "pistol" or "rifle" receiver.
If the receiver was originally a rifle, I don't think it can ever be an "other" or pistol ever - or at least it shouldn't be transferred that way - IMO.

And yes, I know, that if it was originally a pistol or "other" then that is fine (to be transferred as such) - just saying to be careful about such.

EDit. On topic. I wouldn't be surprised to find out that a lot of the net traffic are from State/Local and Fed LE agents/officers looking for info, looking for illegal sales/encouraging illegal sales/discussions and trying to find out where exactly gun owners are concentrated/which FFL to harass/"investigate" :rolleyes: not to mention, bots (marketing and otherwise) and foreign intelligence agents.
 
I shipped an AK to california recently.

Fun fact with california with some laws is ease of conversion doesn't really matter... Folding stock has to be prevented from folding. Doesn't have to be welded or anything, it just can't fold if a police officer were to pick it up and try. Literally using zip ties to block the button on a sidefolder is enough and legal. Chopsticks are sometimes used. Can't have a flash hider, just put a muzzle brake on or thread protector. Pistol grip? Take it off. It can even ship in the same box, just can't be on.

20 round mags can just have something blocking it from holding 20, or be sent to a shop that is permitted to accept them and they can convert them.
