I ran across this quote in some e-mail today

That said, could those suspects have passed a background check? Probably not for a butter knife let alone a firearm. Yet they seem to have the wherewithal to commit these homicides anyway, in spite of their legal obligation to submit to a background check. So the checks are not stopping them, but they are stopping the criminal's neighbors for protecting themselves.
