advise on bolt action .223 scope needed , will be shooting under 350 yards and want to stay below
$200 , looking at Nikon 3x9 and the Vortex Diamondback 2x7 x 35 also thinking of a fixed power too

I just bought a Leopold Pig Plex from Midway for $230.00 for my tiger mini 14. very clear and well worth the money I would definitely recommend this scope + you get the Leapold warranty a no brainier in my opinion.

This is simply not true. Power and size of objectives determine field of view. Actually I don't think objective has much to do with it either. With binos it seems like the length of the barrels have more to do with it then objective size.
