I doubt steam truly cared about the controversy it was causing. At best they'd ask the developer to edit it, or the developer would have edited it. But beyond that? All it was is a good controversy that got its name across.
No one ever learns I guess. No matter how bad/wrong you think it is, the media spreading it around just makes it known. And that's never a good thing when it comes to shooters, much less a game based on it. Those who idolize the shooters would have gotten the game if it was finished even without steam.
