Introduced today. Makes illegal the possession, transfer, import, etc of unfinished frames/receivers and unserialized firearms. Also declares a state of emergency.


I see no transition period for serialization and no grandfather clause. Exemptions for dealers, antiques, and pre-1968 firearms.

Curious if a guy were to etch or stamp whatever they wanted into the receiver and call that the serial number, would that qualify? Or is this a defacto registration, cause isn't that unconstitutional under previous legal precedence?

I am going to assume yes as long as it's serialized by a gunsmith or other FFL, I will be comfortable possesing it.

firearm manufacturer, importer or dealer, or a gunsmith with a federal firearms license, in
accordance with federal law.
 
Instead of trying to find out how to comply, how about doing something to try to stop it? Over and over again, we see members not giving a thought about writing or calling legislators but instead immediately accepting any suggestion of a bill that stomps on their rights. Downloadable names, addresses, and committee assignments for all representatives are available for free online. Each and every one of you should know where to find them. I'm not going to even bother posting a link. If you don't know where to find the information, you need to stop surfing porn and start searching for the information. How many here will bother to submit testimony to committees?

This is why these laws will pass with very little opposition. People are too lazy to write or call ANY legislators, but instead prepare to lick any and all boots.

Rant over for now. I'll post the lists later for those too lazy to perform the simplest of tasks.

Bill says

(2) This section does not apply to:
(a) Antique firearms;
(b) Firearms manufactured prior to October 22, 1968;
(c) Firearms rendered permanently inoperable;
(d) The sale, offer to sell, or transfer of a firearm to, or possession of a firearm by, a person licensed as a firearm manufacturer, importer or dealer under 18 U.S.C. 923; or
(e) A gunsmith taking possession of a firearm for the purpose of imprinting the firearm with a serial number in accordance with federal law.
I'm terribly sorry, but if one is going to ask questions about a bill, it really helps to read what's there.

It also helps to know the text conventions the bill writers must use.

'Normal type' is existing law

'Bold type' is proposed changes.

That's for bills as introduced; I don't know yet what Oregon does with subsequent revisions.

Better question---why is Oregon even wasting it's time and money with something
that has been Federal law for 35 years?

The United States Undetectable Firearms Act of 1988 (18 U.S.C. § 922(p)) makes it illegal to manufacture, import, sell, ship, deliver, possess, transfer, or receive any firearm that is not as detectable by walk-through metal detection as a security exemplar containing 3.7 oz (105 g) of steel, or any firearm with major components that do not generate an accurate image before standard airport imaging technology.[1]

It was signed into law by President Ronald Reagan on November 10, 1988.[2]"​

SN were not required before the establishment of FFLs and the associated cruft.

EDIT - Gun Control Act of 1968 - wikipedia is good enough.

Not readily identifiable on x-ray and/or contains insufficient amounts of metal to register on metal detection devices.
This is beyond my capability to understand, but how can a firearm be a firearm if there is no detectable metal in the firearm? I did not know that there was any metal in existence that could not be detected by a metal detector. What is the barrel made of? Doesn't sound like anything I'd want in my hands.

Had to Google In The Line of Fire. Been too many years since I've seen that movie and I don't remember a plastic gun in the movie. Excellent movie tho. I'd watch it again in a heart beat.
