A five inch commander? AMT made a government model, it was called the combat government model and had fixed sights

As far as I know all AMT models were 100% stainless. According to the books none had blued slides.
Does this slide have any markings on it?

I've had a couple amt pistols and yes, all their 45s were totally stainless steel. With the markings on your slide, it sounds like someone put a colt 70 series slide assembly on your amt lower. The amt's were 70 series guns so this makes sense.
