That's what the seller and I did when I bought an AK-74 from an OR resident. Cost was $25 and the seller lowered the price to cover it.

It can take place in either state. But since you are the seller, and with Washinton's "use tax", Oregon makes the most sense.

With a rifle, I do not think you need an FFL. Look in your OR law. private face to face sale of a rifle is OK (just not a pistol)

It's a federal felony to do a ftf transaction with someone from another state. There's stickies in all the classifieds. <broken link removed>

I stand corrected as I read that ATF stuff,,,,but if I remember correctly, it was (at least at one time after the 68 garbage) that this did not affect neighboring states, as reflected in many state laws providing for the personal transfer of rifles and shotguns between residents of neighboring states...like RCW 9.41.122 and 124. And I see that this has been changed since the last time I purchased a rifle...ok, sorry, I stand corrected until we can rid ourselves of the federal gun control garbage. Thank you.
