That actually looks like a police training round. There is a paint pellet in the tip. I do work for the Federal Reserve bank in Seattle on occasion and find some of those in the in-ground vaults I service. They go in a special gun. There is a small powder load that fires a small paint projectile.
I agree with RK, but the ones I saw fired a small plastic ball instead of a paint ball. We did tenant improvements on an old warehouse the police were using for training and I found a few things like that, and there about a million of those plastic balls all over the floor.
