They absolutely do create an issue for oncoming drivers. Factory foglights, used at night add enough extra light when used with the dims that it causes issues for oncoming drivers. They're FOG lights. If it ain't foggy, turn 'em off!

I would say some do, some don't. When driving Hwy 58 west from Oakridge, there are plenty of folks running fog lights when it's not foggy. Some I barely notice, while others are annoying. None are quite as annoying as high beams though. I had a '99 Subaru that had fog lights that I rarely used. I pulled into a restaurant to have lunch with some co-workers. This was during daylight. One of my co-workers asked why I had my fog lights on. I must have hit the button with my knee or something, because I was sure I hadn't ever turned them on. Then I wondered how long I had been running around with them on. They must not have been too annoying because nobody ever flashed their brights at me.

Foglights correctly aimed shouldn't be a bother for folks. As the purpose is to be low & not refract light from rain/fog back to the driver.

The simplest test anyone can do is compare your own ability to see the road in fog. Using high beams vs low beams, vs low beams WITH fog lights. The drivers visibility should strikingly differ between the 3, with the best visibility being lows WITH fogs. If that isn't the case, then the lights are not aimed correctly.

I have both Driving lights and Fog lights, there IS a major difference between the two! I run my Driving lights constantly, and only use my Fog lights when needed, which in Oregon is near constantly this time of year! My Rig has H.I.D. headlights, and those work great, but then don't light up the road close in or off to the sides very well, but my LED driving lights Do all of that very well! My Fog lights are the only lighting that is not factory, those are also LED and they are adjusted low so they light up the road close and the sides well, exactly how they are supposed to be used!

Most all cars are set to run the driving lights on the Headlights LOW BEAM Setting, and will switch off when you select the High Beams!

The bigger issue is many of the new cars have headlights that are way too bright, either they are incorrectly aimed/adjusted at the factory, or some jackarse changed the lights/bulbs to brighter ones that are NOT D.O.T. legal!
Several states on the east coast have outlawed NON factory headlights/bulbs already and are pushing hard on making this nationwide. They are very specific in what they demand, and what modifications are allowed and more importantly, what are NOT!

Ya got this backwards.
Fog lights have a low cut off. The top of the light beam will be lower than the upper part of a low beam headlight and will be wired into the system to go off when the high beam is applied. They are designed to be low and not reflect off of the fog, like @Camelfilter said. I have no experience with factory installed "driving lights", but what I call driving lights would be an accessory light with more power and distance than a high beam. In the old days there were called "aircraft landing lights". Illegal as can be, but would surely light up the road.
My Mustang has "fog" lights that are nothing more than a glorified, focused parking light. Useful for being seen in fog, but not for seeing in fog. The ones that were on the 2011 F150 we had actually worked like a fog light should.
Now, the Mustang has headlights that even if on low beam when cresting a hill will damn near blind the oncoming driver.

When people intentionally speed up to make the orange turning to red light, even if there's a person halfway through the left turn oncoming

It floors me that these ppl can all come to a rally, but cant walk up and vote?
This treasonous Oregon Gas tax will only get through by cheating and we need this shut down.
Looks like some companies like US foods will be increasing fees if this passes.
And they supply allot of businesses in Oregon and WA. And it will kill the
Tourist industry.
