Cool old guy gave out grab bags for trick or treating and this was in the bag along with an arrowhead, postcard from the 1970s and other random stuff.

The markings are similar.

Could the gouge in the primer pocket be a military crimp?
I've seen this mark many times while using my Dillon super swage 600, it's where the swaging rod is not centered in the primer pocket when the ram is initiated causing it to hit the head first then glance off into the primer pocket and swage the crimp.
 
The cartridge primer pocket shown in the OP looks like it has small side holes like for Berdan priming, and has had a new flash hole drilled in the center for Boxer priming. Or so it appears to me from the picture provided. I've had some OJP military .30-06's before, but I don't recall that they were Berdan.
