The article says it's for TRAINING ammo. As long as the cost is in line with the real stuff and it provides a realistic training round that behaves like the real stuff I don't see a problem.
 
They're so concerned about the waste left behind on the grounds of a battlefield without caring foxtrot one about the actual damage caused by battle.
