He is a Hispanic, and the name just doesn't fit.
He looks a lot like a cartel tentacle by the tattoos in the booking photo. But that is just a guess. Of course the media will never say that.

Cartels have been active in Southern Oregon, so it wouldn't be a surprise. I hope they find him before he kills someone else.
