I think the street sweeper is classified as a destructive device. That would require a specific SOT in order to deal them. I know for a while any SOT could do a destructive device transfer on rare occasion with approval of ATF, but I am not sure if that is still the case as I have heard they are stopping that. So to answer your question, yes you can own one as long as your state allows it and you can find one and get it transferred to you.
With actual working good shotguns out there I see no reason to buy a street sweeper. They're probably one of the worst shotguns on the open market. A converted Saiga is 10X the gun with more capacity.
