I don't think there's an explicit magazine proposal yet but a definition is tucked inside SB 5737.

29 "(c) Any semiautomatic pistol, any semiautomatic, center-fire rifle,

It wasn't struck down as unconstitutional. It was struck down because it violated state preemption. This is Seattles way of getting authorization to ban firearms in parks and rec centers.
