A man was shot dead Thursday outside a Surrey strip mall in a scene police say had “all the markings” of a targeted hit.

The man, whose name wasn’t released, was sitting in the passenger seat of a vehicle in a parking lot at King George Highway and 68th Avenue. At around 2:45 p.m. one or more men approached the vehicle and began shooting.

The victim was pronounced dead on arrival at hospital.

According to an employee of the Pantry who viewed the crime scene before police arrived, two people tried to revive the victim.

“There was a man in [the vehicle] slumped over and two [people] were in the back seat, trying to get him up” he said. “It’s very saddening.”

Sources identified the victim as Jag Johal, brother to Shminder Singh Johal, who along with former border guard Baljinder Singh Kandola was sentenced to prison in July for his role in a cocaine smuggling operation.

Police were unable to confirm the victim’s name, or if there were children in the vehicle at the time of the shooting.

“This had all of the earmarks of a targeted and deliberate act,” said Sgt. Drew Grainger.

“It was brazen and downright deplorable given the time and location. It’s an absolute miracle that nobody else was injured. There were so many people with children in that area.”

The strip mall includes a childcare facility, several restaurants, an auto glass shop and a U-Brew store. While there were no immediate reports from people in the mall of hearing any loud noises, two guns with silencers were found at the crime scene.

RCMP had the area closed down for several hours this afternoon and the file has been transferred to the Integrated Homicide Investigation Team, who will continue to investigate the incident.

“The potential for further victims was high and this selfish act of violence is not taken lightly by investigators,” said Sgt. Jennifer Pound.

The shooting was the second in as many days in the city. A Surrey man was shot in the chest and had his car stolen in a drug deal gone bad Wednesday evening in the 7800-block 126A Avenue.

The victim was treated in hospital for non-life-threatening injuries.
