Absolutely. I have always wondered why prison is considered "rehabilitation" instead of "punishment?" It seems to be a complete failure. I don't believe that being nice to criminals in prison will necessarily make them into model citizens when they are released.

It might not make a difference to you or Beavernation or any of the other "Sheriff Joe" fans around here, but Arapio runs a county jail - not a prison. A substantial portion, probably a majority, of the inmates in his custody have not been convicted of any crime, and are innocent until proven guilty. They don't deserve punishment, rehabilitation, retribution, or anything else the penal system is designed to provide - just "two hots and a cot" and a safe and humane place to stay until their trial dates.

The rest are petty criminals serving short sentences of a year or less, and they (along with the communities they're returned to) may well benefit more from programs proven to prevent recidivism than the folks stuck in prison for the long term.
