SBR questions (2....maybe more)

So I have a stripped lower.....How do I sbr it? Form 4...?Form 1.....?

Also, what's up with this???
If the chief law enforcement official whose jurisdiction includes the proposed transferee's residence refuses to sign the "law enforcement certification", will the signature of an official in another jurisdiction be acceptable? | Bureau of Alcohol, Tobacco, Firearms and Explosives

The way I read it is I don't need a CLEO sign off like before, I just gotta let em know "I'm gettin this, so F off...???"

If you are creating a new SBR, you'll want to file a Form 1. Assuming you are filing as an individual, you'll need to send the ATF:

Two copies of the Form 1 with photographs attached.
Two completed FD-258LE fingerprint cards. If you need cards, you can request them here.
Payment for the tax ($200).

You no longer need the approval of the Chief Law Enforcement Officer (CLEO). You do need to inform him or her by mailing or delivering a copy of the completed Form 1.
