I believe you would have to have an Oregon FFL licensee ship the pistol to a Washington FFL licensee to process the transaction. I don't believe you can go through an out of state FFL directly to the out of state buyer on a handgun. Someone please correct me if incorrect.

Yup, I believe you're incorrect. You have to be at the FFL in the state of the buyer. Seller may bring it there personally. Plenty of Vancouver peeps have brought handguns over into Oregon so I could buy it at my FFL.
