It's really easy to resize a 243, too. I've not done the 308, but with the 243 case I didn't need a special die. The expander ball in the sizing die did a beautiful job.

RL15 might be a good one. My wife's 7mm-08 has a really short barrel and I think I needed a faster powder. If your barrel is 20" or longer, it should work well.

It is possible you might have to turn the necks as they'll thicken but one cal down should be OK. Just check neck diameter after seating a 7mm bullet.

I have done it with thinner PPU bass without needing to turn the necks. I did lose case capacity and could not load anywhere near max. It also was noticeable less accurate. I only did it since availability was poor and prices were high for 7mm-08 brass.

Starline sells 7mm-08 very reasonably priced. While I am cheap , buying new Starline eliminates the issues and 7mm-08 is not a high volume use round for me.

Then you will want to work with powders on the faster end of the scale, I believe.
I couldn't get close to factory Remington velocity, much less consistency in fps, with the short barrel and RL15.

From what I gathered from others here, is I would rather resize 243 brass than 308 for use in the 7mm-08.
 
In my experience, Lake City is tough to size down. Turned necks, and some will just not size down properly.
