Well,
I suppose you can offer a class in Washington. You do understand there is "NO TRAINING REQUIREMENT" to obtain a Concealed Pistol License in Washington State. Most instructors offer a combination of other states (Oregon, Utah, Arizona, etc...) and include a short section on what the process is for Washington State.

Just offering a class meeting the Washington State CPL requirements might be a little shady.
