I have anonymous questions about a persons criminal background and the ability to buy/own guns from a dealer or any situation for that matter. I know a lawyer is the best source but just looking for honest opinions/facts for now.

Record as follows:

theft III 1995
crim mistcheif III 1995
duii 1996
duii 1996
assault IIII 1996 (person injured in car wreck)
burglary II 2001 (charges never filed but still shows up on B/G check)
duii 2003

All have been resolved according to court requirements person is been clean and trouble free since. Under my impression there is no reason this person cant own/buy a gun(s) legally. Need advice/opinions before spending money on a lawyer, thanks guys!!

Spend money on a lawyer. Those are probably all misdemeanors, but your friend would likely be happier not finding out the hard way.

Does he still have a drinking problem?
 
I believe a second DUI, or an initial DUI that involves an accident in which there are injuries (or, death) becomes a felony in Oregon. This person can not legally purchase a gun in this state. If however, this person has been clean for say 5 years, or more and can get some folks to attest to his good character...he can petition a circuit court to waive the prohibition on him and he can then legally do so.

I wouldn't risk selling him a gun, personally. He may be able to swing it, checking with a lawyer is definitely worth it in this case, too much there to guess at.

The individual in question has quite a history exercising extremely poor judgement. A firearm is the last thing this individual needs.
