For ranges that don't allow steel targets, I use a square of corrugated cardboard with a loop of string attached to two points at the top of the target. The top of the loop is attached by clothespin to the target wire, or string or whatever you mount targets on. The two attachment points cause the target to return to center automatically, so the target will always stop facing you. Experimenting with the length of the loop and where it attaches to the cardboard will allow you to adjust how quickly it returns to center and how far it spins. Corrugated cardboard spins better and lasts a lot longer than I initially expected.
