Nothing in the regs states that. If the accident required a report and one party turned one in, but the other didn't, the second party would get the notice of upcomming suspension. The state is only triggered when a only a single report comes in.
A few years ago my wife got rearended buy another youngster. She talked to "dad" and the decision was made to not file. "Mom" on the other hand filed and neglected to let my wife know. When my wife got notice from the state, she filed a report in short order and nothing came of it. She also mentioned in the report that it appeared the youngster was on his phone when he hit her. We never heard anything further on the subject.
 
"Normally" legal forms are famous for being hard to nail down. This one seems very easy to me to be saying you can do nothing. You did not say if he found his insurance when he found his license? If he has insurance? Then if it was me I would let them look at it. If not, I would not bother. Your insurance would pay but then it would show they paid a claim. They "may not" raise your rate off that one claim but, it will be a record. So for what you are showing there? I would buff it out myself best I could and drop it.

I worked a long time in a large jail. Every couple years someone would be booked into jail for driving on a suspended license. When the facts become known the state had suspended their license for not filing one of these reports. Now most people who get caught in this the cop informs them they are suspended and sends them on their way, but if you are a jerk or a Karen.... or had stopped off for "one" beer... It happens.

If there's a paper trail, I'm not taking chances. DR
 
Yesterday, I was driving down a residential street going to one of my daughters. An approaching car was taking up most of the road, I had parked cars on the right. We came close, I'm not sure he saw me coming, maybe he was on his smart phone. As he went by, he clipped my driver's outside rear view mirror with his. Which folded back the way they are supposed to. We both just kept going. I just flipped the mirror out again. It's got a bit of white paint on it now.

The car I was driving is 19 years old. Still presentable, but it has more than a few scratches on it. Well broken in. I don't worry too much about a bit of paint from another car. Heck, this past week I backed into a bollard at Habitat for Humanity and put some yellow paint on the rear bumper pad. As an elder, my trick for minimizing damage in parking lots is to do everything slowly. The slower you are moving, the slighter the damage you will do and people have time to jump out of the way.

Maybe getting het up about minor damage to vehicles is an American obsession. Get a scratch, call insurance. I remember driving military vehicles on crowded streets in Saigon. Lambrettas and small sedans would bounce off the side of my vehicle every once in a while; I'd glance at the driver, he'd glance at me, and we'd go our different ways. Fast forward to here and now, I'd probably care more if I was driving a new Ford Bronco but I don't have to worry about that.
 
That little bitty scuff got you to call 911? Ok, Karen. You're not coming out ahead on this one. Or were you hoping for a big payday because of an excuse to sue?
 
I personally think it's a mixed bag. Several years ago I was involved in a fender bender, was at fault, called the police because I'd knocked the rear bumper off a Honda Civic. The police came, we both gave our statements, received the police report information, exchanged insurance information and went on our way.

I contacted my insurance company, provided all the necessary information as well as a statement of fault. Insurance payed the claim. I never filed an accident report. Have since renewed my license as well as automobile registrations. No issues…

What many seem to not be able to get their head around is this is not 1980 anymore. Damn near everything is online. If someone is that scared the state may have yanked their license all they need to do is check in online. Not to mention the people who get revoked either know full well they were or they have moved, left no forwarding address so they don't know the state was trying to tell them.
 
It's settled, my wife is now onboard with my opinion that I do not have to fill out an accident report. She has a friend who works in the insurance industry (in Oregon) and told her today, it's not required for me to fill out the report based the minimal damage that occurred. She said if my wife wants to make a claim to have the scratches fixed, to contact the other vehicle's insurance company.

That means my record stays clean.
 
No you do not need to.

You were parked it sounds like so it's property not a vehicle, no driver involved on your end.

Damages less the $2500 or so it appears.

Make sure your address is up to date with DMV, you'll get a letter if you need to submit a report.

Most full service ins companies fill them out for you.
 
Just when I thought the saga was over. The insurance company for the offending vehicle reached out to my wife and told her to take the vehicle into the dealership and have them inspect it, not to drive it elsewhere, take pictures of all four sides of the vehicle, blah, blah, blah.

What do think the dealership will do with a blank check opportunity to rack up some easy revenue. My wife is going along with all this. Unfortunately my displeasure was evident on our phone call.

I am going to stick with driving my own car from now on and she can take over the chauffeur role when we take her car.

All this for some scratches.

But keep in mind that some vehicles have cross traffic sensors embedded in or behind the bumper. These are safety features that have to be validated they remain undamaged and operational as intended from the factory. If the other insurance company wants to spend money to make sure your, or your wife's vehicle is up to factory standards for functionality, safety features and cosmetics, so be it. Make sure they include a loaner while yours is in the dealers for inspection/repair.

You do not have to accept their estimate, but dealers often give the highest one. Nor do they always do the best job. Nor do you have to take it to where they say to take it.

I had an accident about 7 years ago and the at fault insurance co accepted responsibility. I took my car to the dealer body shop as I had heard good things about them and felt they would use new OEM parts. They did use new OEM parts, but the workmanship was poor; one headlight did not work (had to take it back to them), later a part of the rear bumper came a little loose, and a couple weeks ago a third party repair shop said that the exhaust pipe "from the header back ?) had been installed "backwards" and now it rattles.
