Provides persons licensed to carry concealed handgun in another
state with protections provided to persons with Oregon concealed
handgun license.

IE would let those who have a chl in another state to carry in oregon
 
A BILL FOR AN ACT
Relating to firearms; creating new provisions; and amending ORS
166.173, 166.260, 166.262, 166.370 and 166.663.
Be It Enacted by the People of the State of Oregon:
SECTION 1. ORS 166.173 is amended to read:
166.173. (1) A city or county may adopt ordinances to regulate,
restrict or prohibit the possession of loaded firearms in public
places as defined in ORS 161.015.
(2) Ordinances adopted under subsection (1) of this section do
not apply to or affect:
(a) A law enforcement officer in the performance of official
duty.
(b) A member of the military in the performance of official
duty.
(c) A person { + who is + } licensed { + under ORS 166.291
and 166.292 + } to carry a concealed handgun.
{ + (d) A person who is not a resident of this state and who
is authorized to carry a concealed handgun pursuant to a valid
license or permit that was issued by a state or local law
enforcement agency, a court or other issuing authority of another

On Tuesday, February 24, the Oregon House Judiciary Committee will hold a public hearing on House Bill 2463, NRA-backed Right-to-Carry Reciprocity legislation sponsored by State Representative Arnie Roblan (D-9) and State Representative Wayne Krieger (R-1). The committee will meet at 1:00 p.m. in Room 357 of the State Capitol in Salem. This important legislation will not only grant persons holding out-of-state permits the right to carry a concealed handgun in Oregon - it will also increase the number of states in which Oregon Concealed Handgun Licenses (CHL) are legally recognized. Please contact the House Judiciary Committee and urge them to support HB 2463. Let them know that 37 different states offer some form of reciprocity or recognition for out-of-state carry licenses and Oregon should join them! Contact information can be found here.

So if this passes, could an OR resident carry in OR using a WA CHL? I was thinking about getting both, but the WA is less of a pain to get.

SHERIFFS ON BOARD WITH CHL RECIPROCITY

Today in the House Judiciary Committee, three bills of interest to gun owners were heard, But without question, the one that most gun owners will want to know about was HB 2463.

This bill recognizes the concealed handgun licenses of all other states.

At the request of OFF, an amendment was drafted that extended that recognition to Alaska and Vermont, which allow their residents to carry concealed without a license.

As you know, this type of legislation has been introduced many times in the past and has always generated resistance from the Oregon Sheriffs.

At today's hearing, the representative of the Oregon Sheriffs stated that they no longer opposed recognizing the CHL's of other states. This is a significant breakthrough in our efforts to have Oregon join the many states that allow non-residents to be safe while visiting .

We strongly urge you to contact the House Judiciary Committee and express your support for HB 2463. Please remind them that this bill not only helps non-residents, but will help Oregonians whose licenses would be recognized in many states if Oregon recognizes theirs. A sample message and contact information follow at the bottom of this page.

Oregon currently recognizes NO other state permits. This bill would change that and open up numerous other states to concealed carry by Oregon residents.

Five pro-gun bills requested by OFF have been introduced as well this week. You can see them on here. They are Senate Bills 567,568,569,573 and 603. The sponsor for all these bills was Senator Brian Boquist. We will keep you informed on these bills' progress.

While this bill (in the US Congress) is troubling and extreme, there is no indication right now that it is going anywhere. If that changes, we will let you know immediately.
