The Oregon Republican governor candidates ought to milk this for all its worth, point out that it cannot be an "emergency" if they keep delaying implementation of permit to purchase from 2022 to 2028, say why do they need to delay for two more years, after four years of it being on the books? Clearly there is no emergency and that it is clearly meant to keep the poors from exercising their 2A without State interference

According to Gun Violence Archive, Deaths peaked in 2021. Deaths were down 22% in 2024. I read somewhere that 2025 stats show an even larger decline.
Seams the numbers are getting better without 114.

She asked "Don't we already have background checks?"

True, as long as Illinois still requires a valid Firearm Owners Identification (FOID) card to purchase or possess firearms and ammunition; and California still has a magazine capacity limit, they will point to those for justification.

In your testimony, the only things that really matter are the changes. Those are: the change from 30 to 60 days for a background check, the cost increase from $65 to $150, and the carveouts for retired cops, retired probation officers, and retired prison guards. M114 is already law and is in the Oregon Supreme Court right now so don't waste time arguing against the main body of the law. We're arguing against HB 4145.
