The Oregon Republican governor candidates ought to milk this for all its worth, point out that it cannot be an "emergency" if they keep delaying implementation of permit to purchase from 2022 to 2028, say why do they need to delay for two more years, after four years of it being on the books? Clearly there is no emergency and that it is clearly meant to keep the poors from exercising their 2A without State interference

According to Gun Violence Archive, Deaths peaked in 2021. Deaths were down 22% in 2024. I read somewhere that 2025 stats show an even larger decline.
Seams the numbers are getting better without 114.

Remember, one of the main points for pushing M114 was the "new" requirement for background checks. They forgot to tell their clueless supporters that Oregon already requires background checks.

I was reading M114 to my wife back when it was first brought out.
She asked "Don't we already have background checks?"

Even someone not on a gun based forum knows this....

It seems as though they are sticking with 2022 date unless there is an exemption somewhere in the bill.

True, as long as Illinois still requires a valid Firearm Owners Identification (FOID) card to purchase or possess firearms and ammunition; and California still has a magazine capacity limit, they will point to those for justification.
 
There's proven precedent for all of this so I would agree this isn't going anywhere we want it to.
NYSRPA v. Bruen "should" have set precedent for modern gun lawns to be judged based on the "text, history, and tradition of 1791" when the Second Amendment was ratified. However... S#itLib appointed Oregon judges.

M114 is already law and is in the Oregon Supreme Court right now so don't waste time arguing against the main body of the law. We're arguing against HB 4145.

For what it's worth, groups that sponsored and support M114 have been in the loop since day one and are co-authoring the bills in the background. They knew a week ago that this was happening and will be at the hearing in force.
 
Notice that the "Rattlesnake clause" is still in the bill, i.e., you must have your standard capacity magazine locked up during transport so it doesn't get loose and bite someone.

(E)] (B) While transporting any large-capacity magazines in a vehicle to one of the locations authorized in [paragraph (c)(A) to (D) of this subsection] subparagraph (A) of this paragraph, the large-capacity magazine is not inserted into the firearm and is locked in a separate container.
