Purchased a rifle a couple of weeks ago from a retail store which requires me to submit the 4473.

One of the new questions is: "Do you reside within city limits?"

Ok, what's the point?
Any clown can submit your address on the internet and find out if you reside in city limits or not.
Is the form 4473 being used as a survey now, or is there some other (nefarious) reason?
 
It's to determine whether you knowingly purchased a prohibited item based on the city you reside in (if you're city/town is more anti-2A) than the county or state you reside in. See San Francisco, NYC, Chicago et al as examples.
 
Note to all: Read the last question on page 2 before you attempt to answer the second to last question. The last question instructs you to leave the last two questions blank if you are a US Citizen.
 
I used a tablet supplied by Sportsmans warehouse to do the 4473.

In certain socialist nations, a person can't keep a gun in their residence if they live in town. If the purchase is approved by the authorities, the purchaser must keep it in the local armory and "check it out" when going to the range or hunting.
Those people who live outside of city limits can claim they need a long gun for varmint control, and can keep the firearm at their residence if approved for the purchase.

The paranoid side of me wonders if this is where we're headed regarding the new question on the 4473.
But as stated, they already know if you reside in city limits from your address you provided.

Didn't take it.
Pragmatically speaking, it wasn't profitable just due to the cost of living (housing costs, property taxes, utilities, etc.)
Not to mention the diminished quality of life there for myself and children.

well hopefully the city changes its ways.....
 
"Question 10 is revised: The transferee/buyer is now asked to answer whether they "Reside in City Limits?" regarding their residence address. For example, if a transferee lists their residence city/state as Phoenix, Arizona but they actually reside outside of the city, they will answer "no" to this item."

It is pretty clear why they asking, to understand if someone is subject or not to municipal laws around guns. If anything it is a way for someone not in city limits but with a city listed as mailing address to avoid certain restrictions, whereas without it everyone supplying a city address will be assumed subject to its laws.
 
All of the new questions on 4473 are unnecessary. Criminals will just lie. The system isn't 100% reliable anyway.

And is it just me or is 21b redundant?

(21b: Do you intend to purchase or acquire any firearm listed on this form and any continuation sheet(s) or ammunition, for sale of other disposition to any person described in questions 21(c)-(m) or to a person described in question 21.n.1 who does not fall within a nonimmigrant exception)
