Can you tighten your band clamps?

I am not sure. I will have to check. Otherwise is it possible I could tighten them up by putting thin strips of felt between the guard and the barrel?

A thin strip of material between the guard and barrel is a good idea. However, felt might not grip enough. Consider trying a thin strip of stairway tread. This is a roll of tape -- about the size and color or a roll of duct tape -- that is taped to wood stairs to keep people from slipping. You would think it has limited application, but I've used this tape in all sorts of situations. It's a good investment of a few dollars.
