Hell no! I can't understand why people think some March date has anything to do with anything. Forget about it. It is not relevant at all.
Well, answers above suggest that it is currently a misdemeanor. The enactment date used to be 3/15 for the mag ban. If I need to draw my conceled carry weapon lawfully then I do want it to be 100% lawful, and not have a misdemeanor hanging over the action. Granted, I am in Klamath county where it is pretty clear that the sheriffs department will not care.

So, it seems that I am actually getting conflicting answers here.

Seriously! The march date was IF the Osc ruled in favor of m114 before that date. They have not ruled!! Also hb 4145 postponed the dates to Jan 1 2028 for the implementation (if the osc rules in favor of m114). Kotek is going to sign 4145 before the osc makes a ruling on m114, but because m114 is currently enjoined by the court 4145 doesn't mean anything until the osc makes a decision. She's not gonna veto 4145 so that m114 can go into effect immediately if osc makes a judgement in favor of m114, it's a democrat bill that was pushed through by democrats. She is a democrat, she's gonna walk the party line and sign the bill that her party members supported.

It's not a law until osc makes a ruling in favor of m114. It's not a misdemeanor right now. March 15 was the implementation date IF the osc made a ruling before march 15. 4145 has postponed that date for both the mag ban and permit scheme to Jan 1 2028 ( if osc rules in favor of m114)

A bill that originally raised fees by more than double, increased requirements, that ended up being completely gutted by a committee, with only moving the implementation date to Jan 1st 2028? Yeah, I don't know if she would actually sign or veto it

My point is that today it is not illegal in Oregon to carry a magazine with more than 10 rounds. Osc has not ruled on it. March 15 doesn't mean anything anymore. 4145 postponed everything to 2028. She doesn't need to sign it. 30 days after bill passed it's automatic
 
Once again, people are tying themselves in knots trying to comply with some BS that doesn't exist. Go outside, take a walk, go to the range, go to a movie, spend time with loved ones. Do anything except waste what precious minutes remain in this life.

Yeah that's possible. But why would she? 4145 postponed the dates obviously to make the bill look better in the eyes of the osc. Because one of the big things the judges want is the permit system to be ready if it is going to be implemented. Moving the dates back assures them that it will be ready in time.

Because it doesn't punish gun owners enough, and doesn't get more donations from groups like Every town?

I'm just trying to say keep it simple. Osc has not ruled on it. March 15 doesn't mean anything anymore. 4145 postponed it to 2028 if osc rule in favor of m114. Yes kotek could veto but that's unlikely. Today you can carry what you want. And most likely till 2028 you can

If she has not signed it and it has not yet been 30 days, then *is* it law?

This *is* important to me since I carry a lethal weapon (with a license) and I do want to comply with the laws surrounding that act, even the laws that I oppose.
