HB 3075 was the replacement for M114. They decided to let it die in committee but there could be any number of reasons for that. When we see it's newer version, we'll know what dates and other restrictions they have in mind.
SB243 got some of the things from HB3075, mainly the m114 implementation date

As a non-resident, it amazes me that this thing has been going on without resolution for over three years. Now that it's in the hands of the Ore. State Supreme Court, whose members have predominantly been appointed by Dem. governors, you'd think a decision would come sooner than later.

Measure 114 has put more guns in Oregonians hands than anything prior. Hundreds of thousands of guns probably that are in the wild now vs if there was no measure 114. Every time it stops, starts, sputters, whimpers, there is a huge new surge of gun buying and even in between. Most all of my guns I would not have bought if there was no looming measure 114. And I'm so glad I did. The best guns I have and enjoy the most were bought during this period. The idiot Levo and their demon priest ahole have created the exact opposite of what they intended.

Maybe... They're waiting to see what happens with Duncan V Bonta at the SCOTUS level before penning their opinion? If SCOTUS grants cert to Duncan V Bonta and then rule mag bans unconstitutional; then they can decide permits are a-okay?

Here in Wash., we've already got the mag ban. That was legislated. Which of course was upheld, quickly, by the Wash. state supreme court (consisting mostly of liberal activists). Then in 2025, we got House Bill 1163, which is the permit to buy a gun, deeper BGC, "training" requirement, fees, etc. Realizing that it will take time to implement, the effective date was set for May 1, 2027. We'll have to wait and see how that works. Because there are lofty requirements in I-1639 (dating to 2019) that haven't been implemented yet. Legal challenges have been threatened, but not yet begun. Probably litigants are waiting to see what happens in other legal battles. I guess no sense in wasting money on lawyers any sooner than necessary.

A point I'm trying to make here is, if 114 goes ahead, due to the time likely needed to set it in motion, it will be a while before that happens. Meaning, if the Ore. state supreme court rules for 114 in March, when will compliance be required? You can't comply until a system is set up. Will there be a year and a half period where dealers cannot deliver guns because authorities can't process permits?

SB 243 set the implementation date for Measure 114 parts to March 2026. Of course this seems to be assuming a system is in place for the permitting process, but that is exactly what the State have been arguing that they have a system in place in the appeals case and since then  whether it actually is or not, seems irrelevant.

This is my guess as well, there are just too many open cases out there that could affect how it all plays out and no one wants to commit to a path until they know what the legal landscape will look like

I think the years it hasn't been implemented should prove how unnecessary and overreaching it was. Whatever boogeyman 114 promised to eliminate never materialized.

It doesn't matter the justification; what's important for the Oregon State pols is the need to know who has the guns, where they are, and what they do. They have a need to track gun owners and guns themselves. If they can eliminate FFLs and lawful interstate commerce of guns and accessories that they don't like dirty voters having access to, all the better. It's so they can monopolize "lawful" violence. Controlling unlawful violence doesn't get them the votes they want apparently.

So it's a conspiracy ;)

And mags - a LOT of magazine sales. I bought many more mags and spent more on mags, than guns in the past 5 years.

100%

I was content owning what I had.
Then they told me I couldn't and suddenly my hobby spending focus changed.

I also tell others about these dumb laws and encourage them to put there dollars into the hobby before the whole west coast totally sucks for ownership.

Re Oregon Supreme Court decision timeline, Tony said decisions are 3-6 months if fast tracked or 9-12 months normal. That assumes zero influence of other cases such as Duncan v bonta.
