I think you're talking about the Dayton-Traister cock on open kit for small ring Mausers and similar. The only problem is that you have to machine (or dremel) the bolt for proper clearances. I never like any permanent alterations to the bolt of a gun.

I have several Swedish Mausers that I have shot or customized and have never had any issue with the guns not cocking on open. In my opinion, it's an unnecessary option.
