Possibly Ironborn Armory operated by Billy Cho. But I've heard wait times are long and he is not cheap. But you're not going to find anyone better than him.

He worked hand in hand with Jim Fuller at Rifle Dynamics. I think he's based out of West Linn. He was also the main rifle builder at Radian Weapons for a period of time.
