No, it is not. It's a lube/protectant, specifically a very refined synthetic oil.

I use MPro7 gun oil. I totally believe in its effectiveness. My big test of it was 2000 when, IIRC, MP7 was first coming out, I received it as a sample. Used it on all the squeaky door hinges (80 y.o. house). When I moved out in 2007, none of those hinges had yet squeaked following that one application.
