Pure politics. If they blame the gun makers they can deflect the blame from their piss-poor policies for at least some of the voters, and most of the rest of the voters will not be swayed one way or the other by the stunt. The number of voters that will see this as the "bridge too far" and will switch their vote away is approximately zero.

The math here is this can help shore up some vulnerable votes while not risking any votes that were not gone already, so there is basically no downside. You can forget "costing the city lots of legal fees for a suit that is guaranteed to fail (thanks to FOPA)" as a consideration because (again) no one is going to consider that the point at which their vote switches. As far as these officials acre concerned this is just a way to spend taxpayer money on their campaign through blatant virtue signaling.

And, in the off chance they can get this past FOPA and actually cost Glock some legal fees, well lawfare is just a nice side benefit they can use to further enhance their political credentials. Win-win-win for them.

If read by the average non gun savvy antis this creates the illusion the gun can be converted easily by it's owner, and other than this part:
"Right now, anyone in the United States with $20 and a screwdriver can convert their Glock pistol into an illegal machine gun in just a few minutes,

Never indicates an illegal part needs to be found, purchased, installed etc.
