No way to know for sure without more info but could of course be. VERY often what brings this on is you have someone who "needs" medication to function. They stop taking it and or self medicate with street drugs. Often they are allowed to just keep getting worse and worse with the Police being told they can't do anything. Until they finally hit the big time. This has been going on for a long time but the voters in many large area's are making it many fold worse last few years. As more and more of these "kooks" who can really be dangerous get shot the same people who caused the problem scream. First they want the kooks left with freedom. Then they scream when someone is attacked and kills said kook.
