It IS a simulator grenade. Did some looking up on flash powder compounds. Lots of them are more potent than Tannerite it seems, especially if confined in a device.. edit. It's more similar to flash-bang grenades only for training. Nothing about what if they get wet with salt water though...Of course the media calls it a "grenade".
