Most are unless they have a metal detector and some security. Signs/policies don't enforce themselves.

Sure seems that way. I don't know if they were "Gun Free Zones" but what about the killings at the Kenya shopping mall and the suicide bombings at that Pakistan Church?

Both places seemed to have people that were very defenseless. Defenseless people get slaughtered.
