Be sure to verify the specific state's CHL issuer website you visit for guidance. For example, an OR resident with a FL CHP is a no-go in CO. The FL-CO reciprocity only applies in CO if you are a resident of FL. The online reciprocity maps are helpful, but I'd rather verify from the primary source.

The FL application training requirement is more general. I think they even accept an OR Hunter Ed course.
