Draw Social Security?

Presented to the President on 2/16/17. Not signed, as of today. Starting to collect dust on the Chief of Staff's desk. This is not a high profile issue, so its not gonna get a lot of attention. It'll get signed when the next round of important stuff hits the news cycle.
