It's a sap, a slungshot in the eyes of THE LAW :eek:!! and therefore a felony to even possess for We the Peons in some areas. YMMV.
My dad had one when he was doing his reserve cop thing. I didn't see it as that useful in general. If I have to engage with a contact
implement I want something a lot longer than that. A cane works just fine for me. It even helps with ambulatory stability.

It is my understanding the weapon pictured in the OP is a Blackjack. Either way, I like them both but I tend to prefer impact weapons when it comes to "less lethal" options.

I have it for ambulatory stability. Cool factor and whack/poke are way down on my list of reasons for a cane.
The best pistol in the world isn't much help for walking.

Yeah, the cops need such to subdue morons I won't be dealing with, since I'm not trying to stuff them into the back seat of a police car.
If they leave, that's all I wanted in the 1st place. If they actually attack me, then Mr. Steyr is available for help.
If I need a serious weapon most rikki-tik, the stick is for pushing back to gain time and distance to deploy something serious.

Saps and Blackjacks are one of those items that is going to be not only city or county by county but by instance. I am sure they are not allowed in many places here but, getting cited for one would most often only happen if they really wanted you. I still have an old Sap around there somewhere used to use for work. Local City Cops often joked about it that they had taken theirs away from them and they thought it sucked I could still have one. Now if I was seen with it in my pocket while not at work? I suspect some LEO would have taken exception with it. They were a VERY effective close in weapon for when you did not want to have to shoot someone. I still have a scar on one arm where a DRUNK, very drunk, charged me after using the old style Mace on him. He sunk his teeth into my arm when I grabbed him. A Sap to his ear and he hit the ground like the lights were just switched off. Problem is they can be deadly and or cause permanent damage if the user goes too far. Its why they took them from the LEO's here.
 
Working the streets is a bear when they hamstring both Security Officers and the Police as well. I don't want to hurt someone, but the Blackjack, judiciously applied, calmed down the fiercest of drunks, permitting them to be handcuffed and "escorted" into jail. Their headache generally consisted of Jack Daniels and their own stupidity.

It saved my tail a time or two.
 
My dad had one of those, also had a leather Sap. Where he got them, I have no idea but he did have a family friend that was an old school cop. He also had a short club with Squad R carved in it that, rummer has it, he took away from some guy trying to steel his car! He was real fussy about his cars!
It used to be fairly common to see those in LEO's pockets. Lot of the uniform pants had 2 pockets on the back of the leg that were made to carry these. They still offer the pants but now they advertise them as pockets for a flashlight as few departments still allow the Blackjack or Sap.
 
4) (Addendum to above) I also know that an old dude shuffling along with a cane looks to a sub-human predator like a 3-legged wildebeest looks to a pride of lions. I try to keep situational awareness going and will/would cross the street to avoid confrontation.
I also know that due to various medical issues I would be particularly susceptible to death or serious injury if I were punched in the chest or head. Running and fighting mano-a-mano are off the table as viable options to an existential threat, and I could not allow a potential assailant to get in even 1 blow.
SO... I carry the most effective sidearm I can that doesn't aggravate the back pain, and I'm nice to everybody. After all, an armed society is a polite society.
It must work, since I have carried (legally) from '92 and have had exactly -0- potentially violent encounters.
 
Believe it, this is definitely an "equalizer" and makes an old man strike as is he's a prizefighter. A "jaw-snapping" upward swing into the chin, then down across the skull, and he's OUT! Then you run like hell (feet, do yo' duty) before the Police and ambulance arrive on the scene.

That "flashlight pocket" on my right thigh is where I carried my 6oz Blackjack it wasn't legal, but it "saved my tochis" one summer night.

Storytime!

It was a hot summer night in 2004. I had the Patrol Truck for the Downtown Portland district. One of the sites I patrolled was the old Skidmore Fountain Building. (I had to disarm the alarm system, patrol all the floors, rearm the alarm system and remove any transients on the property).

Two transients were sleeping on the property. I politely informed them that "they may not have to go home, but they couldn't remain here". They had until I completed my tour of the building to leave and I would be back to check (about 10 minutes) to see that they had left. One promptly left thanking me while the other played "Pokey Joe" and took his time.

I came down and the slowpoke thought that he could literally "walk through" me as I was telling him that he had to leave the property right now! I drew my blackjack and he started screaming at me. I knew Portland Clean and Safe were in the area and I whistled and called out to them. Two officers rolled up on their bikes and helped me "escort" the man from the property (after I Criminally Trespassed him from the site). Just before they arrived I slid my blackjack back into my "flashlight pocket" and I returned to my duties.
