From what I think I know:

rcNC (not translated correctly from Cyrillic)
Lacquer steel case w/mild steel core bullet.

453-80-3
Lot 453, cartridge assembled in 1980 in Ulyanovsk USSR

Center on the right has to do with the actual powder manufacture date/details.

I was going to hazard a guess of 1980, and "Uly" ammo is typically good stuff! I have a crap-ton of it in 7.62 stashed away.

Did not know one-way or other if was steel core . I familiar with the ( n76 ) designation, but nothing else . I cant read those Commi spam cans for shizt, so guessing it is in the high-end of 50 grain bullet weight ?
I got not problems with old 80's vacuum packed for being GTG for bang every time .

5.45 Ak ammo, 1080rds, made in 1980. That's all I can tell at a glance. Good stuff from what I've heard.
This ^^^
5.45 x 39 ammo for AK74
