There is more going on here than just open carry. I think the main issue is lack of situational awareness. She had her hands full of stuff and wasn't paying attention to anything. If she had put stuff on the counter while shopping or had a hand cart she would have had her hands free.
The other issues are her attire and location of carry. It looks like she wasn't wearing a belt but just yoga pants (is that right? Hard to see). Most times you see this happen they are carrying behind the 3 o'clock position. In this day and age a retention holster is a must while open carrying.
I always carry a backup also. If someone was to take my gun I have another.
There could be a case for an external safety when OC. It didn't happen in this case, but if some one grabbed your gun and wanted to shoot you they probably won't consider the safety and it could buy you at least a free seconds. Of course, you would have to train with it so that "you" don't forget to disengage the safety.
I don't personally OC when getting gas but I don't fault people who do, you just have to be aware of your surroundings. Like others, only when it shooting, sometimes while hiking or outdoors, and often when I'm outside doing lawn work it playing with my kids. If I'm in town running errands it's concealed.
